Dr. Joseph P. (Joe) Boutte is a leader with in-depth practical experience in systems engineering, data analytics, strategy development, and national security issues. He currently runs Quantum Technical Associates LLC and serves as a Strategic Advisor with AdvisoryCloud. Joe is particularly interested in data analytics and integrating technology to optimize decision-making processes. His professional experiences include systems engineering services to the Intelligence Community, technology research, sustainability, and strategic planning to advance decision making, acquisition, and planning. During the pandemic, Joe worked with Dun & Bradstreet as a Business Collaboration Executive to promote the use of advanced business data and analytics across government agencies. Joe is an Army veteran, and his education includes Doctor of Management from the University of Phoenix, Master of Engineering Management from the George Washington University, Master of Public Administration from the University of Oklahoma, and Bachelor of Science from the University of Alabama.
