Steve Bonk

Steve Bonk has over 40 years’ experience in IT program management and engineering. BS and MS in Electrical Engineering from Penn State (High Honors) and the University of Massachusetts Lowell, an MBA from Virginia Tech, and a Post Masters Graduate Certificate in IT and Telecommunications from Johns Hopkins. Project Management Professional (PMP), Risk Management Professional (RMP), Stanford Certified Project Manager (SCPM), Registered Professional Engineer (P.E.), Certified Scrum Master (SCM), and is ITIL (V3) Foundation certified. He has been employed by IBM, SAIC, BAE and not for profit research institutions MITRE & Mitretek (now Noblis) and the Illinois Institute of Technology Research Institute (IITRI now Alion).

Member, Project Management Institute (PMI). Contributed to the: Project Management Body Of Knowledge (PMBOK); the Organizational Project Management Maturity Model (OPM3); the Standard for Program Management; the Standard for Portfolio Management; the Practice Standard for Project Estimation; and the Practice Standard for Project Scheduling.

Life senior member, Institute of Electrical and Electronics Engineers (IEEE). Region 2 (East US) Educational Activities Chair; Region 2 Awards and Recognition Committee member; 2005/2006 Congressional Fellow (AAAS/IEEE program); member, and 15/16 chair of the Government Fellows Committee, and member of the Government Relations Council (term limited); member, and past Chair of the Committee on Transportation and Aerospace Policy. ABET (formerly the Accreditation Board for Engineering and Technology) Program Evaluator. Judge at IEEE Robot Challenge, national level Future Cities events, and FIRST Robotics. Volunteer at the USA Science and Engineering Festival and DiscoverE Family Day.

Master examiner, former senior examiner and team leader (term limited), and Alumni examiner, Malcolm Baldrige National Quality Award (Presidential level); Board of Directors and examiner, Virginia & DC U.S. Senate Productivity and Quality Award (SPQA); Judge and former examiner, Maryland Performance Excellence Awards; Master examiner, American Health Care Association (AHCA) Quality Award. Member, Government Accountability Office’s (GAO) technology cost and schedule best practices external expert advisory committee, listed as a major contributor to the Scheduling Best Practice Guide. Former adjunct faculty, Washington Adventist University, taught courses in project, acquisition, and cybersecurity risk management. Member of the Penn State Wilkes Barre and Harrisburg Campus’ Engineering Advisory Committees.

Why did you choose to become a Board Member for SPQA? 
Became a SPQA board member after being a Baldrige and state examiner.

What has been your favorite part of being a Board Member?
Enjoy mentoring. From small business to a large organization like the Pentagon facility’s group.
What do you most want to learn from this experience? 
The role of governance in an organization (keep learning).

What is the hobby you’re most passionate about? 

Amateur radio. Started as a pre-teen and still active. Led to my career as an electrical engineer.
