Victoria Fulle is an organizational excellence, strategy, and resilience professional whose multidisciplinary career brought her around financial services, government, healthcare, human services, consulting, entrepreneurship, and dentistry. Her experience has shaped a distinctive ability to see both the enterprise picture and the processes, risks, data, quality, capabilities, and interdependencies beneath it—connecting issues that are often addressed in isolation.
Victoria currently works in Business Resilience and Enterprise Risk in financial services. Previously, she supported the U.S. Department of Defense (Pentagon) in strategy and organizational performance (Baldrige Framework), worked in hospital quality and patient safety during the COVID-19 pandemic, and before that led compliance and quality initiatives supporting a multi-state healthcare human services organization. Her professional foundation began in dentistry, where clinical training developed an early discipline for evidence-based decision-making, precision, and understanding how individual factors interact within a larger system. Earlier in her career, she was a small-business owner. Collectively, these experiences have given her practical perspectives across strategy, risk, resilience, quality, regulation, process improvement, data, technology, and organizational performance.
Victoria has been active in the Baldrige performance excellence community since 2015, serving as an examiner, assistant team leader, team leader, and trainer. She currently serves on the SPQA Board of Directors and as a Baldrige Examiner. Her cross-industry experience, combined with the Baldrige whole-system perspective, informs how she evaluates the connections among leadership, strategy, customers, workforce, operations, measurement, and results.
Victoria holds a Doctor of Dental Surgery and a Master of Public Health from The George Washington University, with additional professional education in architecture and systems engineering through MIT, Six Sigma, data analytics, and business continuity. She also serves as Director of Sunday School at St. Nicholas Orthodox Cathedral.
