James Spengler

James (Jim) Spengler is currently employed by The Recreation, Parks and Cultural Activities Department (RPCA) in Alexandria, Virginia. Their mission is to create meaningful experiences through public space, cultural activities, and programming.

Operating responsibilities cover public parks, medians and rights-of-way, urban forestry, outdoor areas at public schools, indoor and outdoor swimming pools, and a city marina. The department operates programs at 12 recreation centers and school sites. Through the cultural activities’ division RPCA operates the Durant Center for the Arts and the Torpedo Factory Arts Center. RPCA coordinates 182 city-wide special events on an annual basis. Previously, Jim led organizations in Texas and Ohio to State level Baldrige Awards. He has served as an examiner in Virginia, Ohio, Texas, with Communities of Excellence, and the national Baldrige Program.  

Jim has a Bachelor of Arts and a Master of Education from the University of Virginia as well as a Master of Business Administration from the University of Texas.
